Some stores take on staff at 16, as long as they are a large enough store to accommodate this. Express stores cannot always facilitate having a young team member as this means always having an extra member of staff over the age of 18 to be able to assist with age restricted sales. If the store is large and there are always plentiful staff then usually staff can be taken on under the age of 18. Shifts can be flexible and so most managers will work around school or college hours.

Simple answer is 'Process'. A company this large, to ensure everything is done equally and correctly requires processes. you cannot deviate from these processes without potentially letting inequality in. So they stick rigidly to process.
