Current plans are to cut full time hours to 35 per week so a new employee should not expect to get a contract of more than that.
It seems the plan is to get people in on 28-30 hours a week with the expectation that you will work more hours when they need you to.
If you accept a 30 hour a week contract and don't want to work more, join the CWU, work to your time and you'll be backed all the way!
If you get your head down and show you're a worker, you will be rewarded with extra hours, but don't be scared to speak up for yourself.

I was employed full time, part time positions were avaiable, for family commitments, and some rounds only needa part time worker

It depends if you are in a sorting office that is permanent if so then full time work may be offered but if you are in a temporary premises then the chances of being offered a full time post are slimmer.
