Remove all the bullies that are allowed to run the schemes, feed the residents who are a captive audience real food that relates to their dietary needs and nutrition instead of dishing up slop and running out of food, take notice when people complain and whistleblow instead of covering up, stop ripping people off for non existant services.
Treat with respect. Celebrate differences. Support where needed not look for a way to constructively dismiss

Theres no point as the management all cover up for each other.
