Traditional management structure and attitude with an unwillingness to try new ideas without a 10 year process. Aside from this, in a statutory context, you have great security and an offer of progression subject to political competence in what is a highly politically driven environment run by local councillors.
Non-statutory units and departments however are subject to less security due to significant budget issues and risk of regular re-structure aligned to incoming cuts to services.
Do your research on the council and your department before entering and be aware of the political angles in your area, and these will aid you within your role.
For the record, The CEO is excellent and upper management have a good focus from my experience. The middle-management is where the council struggles unfortunately.
