The purpose of the role is to give competent health, safety and sustainability advice to advisors, Managers, staff, contractors, clients and the general public to promote the requirements of the health and safety management system.
Principal Accountabilities:
Provides Health, Safety, Sustainability and Environmental advice to other advisors, managers, employees, contractors and the general public as required. Enhance and maintain the UK Power Networks 'safety relationship' with our Clients to continue to construct, operate and maintain the primary electrical infrastructure across the Network Operations business
Contributes to the review of existing and development of new procedures and processes and communicates relevant changes to those affected as produced by the Central HSS Team
Interprets HSS Central new and existing HSS procedures, drives effective implementation where appropriate and monitors to ensure effective implementation and application within the directorate. This will also include any procedures driven by the client
Monitors compliance with HSS procedures and legal and moral obligations
Attends and actively participates in Zero Harm, Health, Safety & Environment Committee (HESEC), Risk Management Client HSS Forums or specific committees and Safety Action Teams where appropriate
Work with the management team to implement realistic short/long-term objectives, advise on priorities, document as per the Directorate HSS Action Plan and provide ongoing monitoring of performance
Provides a monitoring function to ensure that contractors engaged and services provided meet or exceed the company expectations with respect to HSS
Engages and consults with Union Safety Representatives and Non Union Safety Representatives including participation at HESECs and Safety Action Teams and other relevant forums
Participates in and co-ordinates compliance audits of legislative requirements and or new amended HSS procedures in accordance with Business Systems procedures and external auditors. Agrees and communicates actions required to rectify non conformances
Assists with the development to provide appropriate HSS training and communication materials relating to new procedures for implementation/communication to employees and contractors where appropriate
Supports the delivery of HSS specific training and awareness courses including induction course at the training schools and occupational health/wellbeing promotion when required
Supports the HSS incident investigation process by participating in investigations
Review and approve method statements, providing guidance on HSS matters as appropriate
Undertakes regular random inspections/audits (Behavioural Exchanges) to monitor performance of field teams and identifies issues requiring improvements as well as good performance. Act as a mentor/coach to the business conducting inspections/audits and provide support where necessary
In conjunction with the Operational Assurance Team assists in monitoring compliance with safe systems of work and supporting the Worker Accreditation Scheme
Monitors workplace facilities to ensure they are aligned with the Zero Harm ambition and consistent with environmental requirements
Monitors the provision and maintenance of vehicles and more general transport arrangements to ensure they are aligned with the Zero Harm ambition and consistent with environmental requirements
Monitors and champions effective HSS management in the business
Provides HSS reporting requirements to the management team as required
Supports and where required leads the HSS aspect of the weekly management safety call
Champion to employees, contractors and the general public on ESQC issues, consultation and actions
Knowledge, Skills, Qualifications and Experience:
Hold, or be working towards the National Examination Board of Occupational Safety and Health (NEBOSH) Certificate. Should also be willing to work towards a NEBOSH Diploma if there is business need
Hold, or be working towards, a qualification in Managing Your Environmental Responsibilities
Have a wide range of work experience which covers the main activities undertaken by staff and contractors
Working in the UK Power Networks Directorates, ideally having or previously had operational competencies
Have a good understanding of the Business HSS management system and Health, Safety and Environmental legislation relevant to Business activities.
The ability to be flexible in their approach to work and be able to prioritise as directed by HSS Lead Advisor
Have experience in undertaking safety inspections or audits
Can demonstrate experience in being an effective team player
Ability to build good working relationships within a team and with other staff and clients within the business
Focussed on the principles of customer server, both to internal and external customers
Be visible across the business and approachable by customers for consultation and question
Able to demonstrate commitment to the variable workload and be accountable for actions and decisions made
Have excellent communication, presentation, planning and decision making skills at all levels
Possess the ability to work with IT software packages such as Microsoft office
Hold a valid UK driving licence
Nature and Scope:
The jobholder will be a member of the Network Operations HSS team and must be able to work closely with management across UK Power Networks. The post holder will report directly to the Network Operations Lead HSS Advisor.
The jobholder will have the necessary attributes to routinely represent the company at operational and senior management level with external stakeholders. The job requires an individual with demonstrable experience of HSS. The individual will need to be self-motivated and able to work independently, a good communicator with flexibility and an adaptable approach to problem solving.
