A vital and highly specialised role within the TfL Finance Directorate to provide a reporting and control function for the Group Treasury Department. By demonstrating a strong understanding of hedging accounting and derivative financial instruments you will ensure compliance with statutory and regulatory requirements of TfL’s borrowing, derivatives and investment portfolios, highlighting any significant financial/legal/regulatory and counterparty credit risks reporting.
Key Accountabilities
Provide knowledge on Local Authority Capital Finance Regulations and IFRS and keeping abreast of constant developments
Calculation and monitoring of Prudential Indicators for Capital Finance as legally required by the CIPFA Prudential Code, and annual statistical returns to CLG on Treasury Management covering capital expenditure, debt and investments
Maintain the database for debt and derivatives and keep interest payable and receivable costs and collateral settlements under review, ensuring the SAP accounting records correctly reflect the data
Ensure effective and robust management systems are in place to manage treasury risks such as counterparty or credit default risks
Daily monitoring of all Treasury activity to ensure compliance with the TfL Board approved Treasury Management Policy and Annual Treasury Management Strategy and the Prudential Indicators at all times
Daily monitoring and reporting of derivative and investment positions, and weekly reporting to the Managing Director, Finance, Capital Finance Office (CFO) and Group Treasurer of all positions
Ensure all derivatives transactions qualify as cashflow hedges under IFRS, keep hedge documentation fully up to date and advise on the impact of any changes to accounting standards on the hedging programme
Ensure correct calculation and submission of interest payable, receivable, investments and borrowings for budget and forecasts purposes (calculated correctly and in a timely manner) periodically
