holder will be responsible for providing a professional, high quality and comprehensive project finance support service to Senior Management using financial reporting, business planning and analysis to challenge and direct management actions and decisions in order to achieve operational targets. The role holder will deliver analysis of operational and project spends, both on a capital and revenue basis, provide accurate and consistent support to project budget requirements, spends to date, forecasts and performance reporting . There will also be a need to undertake ad hoc investigative / forensic analysis and to provide professional advice, mentoring and support to project managers on finance, reporting and analytical tools. Principal Accountabilities Influencing the Senior Management in setting meaningful and challenging targets that drive forward improved financial performance. Establishing adequate review processes and reports to monitor performance against those targets. Managing and driving the financial business plan, budget and forecast, ensuring that accurate and timely data reflect the project deliverables and give sufficient challenge to provide a robust compliant submission. Advise on the financial aspects of contractual relationships and ensure that they meet TfL’s standards. Working with the Project Managers at early contractual stages, to review governance and financial implications of the contract. During the contract lifespan, interfacing with the Project Managers and related contractors, advising on performance and improvements to ensure best value for TfL. Establishing proper and effective controls are in place to ensure best practice finance and budget control, minimising the risk of fraud and loss of process in line with Corporate Governance requirements. Conducting analysis of project progress, identifying trends and providing analysis. Project spends are required to be produced periodically to support decision making with the Department. Assisting in identifying potential efficiencies within the project, programme and portfolio management function and communicating these efficiencies to senior management. Providing analysis, modelling and provision forecast information on projects based on information available, highlighting deviation from plan and corrective action being considered and taken in conjunction with project leads. Evaluate project performance in terms of the contractual obligations, conduct benchmarking studies in terms of comparing project performance and to identify areas of risk, commercial opportunities and best practice. Work closely with the project managers to introduce contract changes necessary to optimise project delivery and value for money. Liaise with project related contractors and consultants to ensure they meet contract obligations and business requirements. Skills, Knowledge and Experience
        Skills: Specialist modelling skills in evaluating and building financial and business case models and implementing revisions to the model Ability to analyse complex data (quantitative and qualitative), draw conclusions, produce solutions and decisions, make recommendations and produce reports Strong attention detail able to support multiple projects and deliver high quality financial support to non finance managers Ability to communicate effectively, both orally and in writing, with people at all levels across the organisation and outside. Ability to build effective working relations (partnering) with people at all levels across the organisation and outside. Knowledge: Understanding of evaluating and building financial and business case models typically this will require specialist modelling skills to implement revisions to the model A recognised accounting qualification CCAB or equivalent. Proven strong technical knowledge through experience acceptable Knowledge/understanding of management accounting in a project enviroment including: Cost accounting systems Forecasting and Budgeting techniques Uncertainty analysis Management of financial risk Project control and decision making Business information and management control systems Relationship management Experience: Experience in evaluating and building financial and business case models Considerable experience of working within a commercial finance or project accounting role in a large scale project environment Experience in advanced level spreadsheet work, developing and using (preferably Excel) Experience in the application of contract invoicing and payments mechanisms Considerable experience of working in a managerial or professional role with the financial systems in a large, complex, safety focussed and regulated organisation, where there are multiple complex interfaces, and delivering to time budget and quality.
