We are one of the largest Local Authority employers in the Berkshire area and we are currently looking for a Team Leader Highways Development within the Highways Engineering team.

The Role:
Deliver an effective highway development service including managing the Rights of Way and CAD functions.
Assess planning applications from a highways perspective for the planning department including advising on s106 requirements and respond to hearings and public enquiries.
Provide professional and technical advice for s38/278 agreements including negotiations, design and specifications and be responsible for adequate site supervision.
Ensure all aspects of new highway developments are satisfactory, comply with Council policy and do not impact negatively upon the network or its users.
Determine fees chargeable and commuted sums for S106, S278 and S38 agreements.
Maintain highway adoption records including stopping up orders; diversions and licences.
Ensure the Council's street index/adoption inventory is maintained appropriate with co-ordination with Land Charges regarding updating the NLIS system.
Manage the operation and maintenance of public rights of way.

The ideal candidate will hold the following skills and experience:
Relevant degree or equivalent qualifications and Incorporated or similarly qualified Civil Engineer with at least 5 years experience.
Making independent, rapid and important decisions in relation to technical matters.
Working with other disciplines especially transport, planning and legal.
Good financial management.
Effective use of resources (people/ equipment/ information/ budget).
Planning and organise work of team, effective delegations and motivation, actively restores staff issues, handles conflict, communicates information policies and procedures.
Use of computer applications relevant to the discipline managed as well as general office software (including GIS).
Knowledge of Highway law, NRSWA, CDM, Health and Safety, Traffic Regulations.
Valid driving licence and own transport.
