The Company

Our client, an established Housing Association based in Belfast, have an immediate requirement for a temporary Housing Officer on a temporary basis, imagined to last for a minimum of 6 weeks.

The Role

Your skills and experience will assist in:
Providing an effective and efficient tenancy management service;
Promoting tenant engagement;
Monitoring and continually strive to improve client services;
Ensuring, in conjunction with the Director of Corporate Assurance, audit compliance in all aspects of the housing management service;
Ensuring all policies and procedures in relation to housing management are produced, reviewed, implemented and monitored in accordance with audit and inspection requirements.

Main Duties and Responsibilities

Supervise the work of the Housing Assistant to ensure all work is carried out to the highest possible standards;
Provide advice and guidance to the organisation in respect of management of stock, in line with legislation, statutory guidance and good practice in social housing;
Oversee and participate in the house sales process in line with DSD regulations;
Supply the Director of Finance with annual property lists for insurance and renewal purposes;
Carry out allocations in accordance with procedures, working with the Housing Assistant to ensure compliance with the common selection scheme;
In conjunction with the Director of Finance, determine annual rent increases and service charges;
Manage the Housing Assistant in respect of the rent arrears process for current and former tenants, carrying out legal action and tenancy repossession where necessary, in line with both legislation and the organisation’s policies and procedures;
Manage the Housing Assistant to ensure accurate records are kept in relation to tenant management and rent collection;
Prepare, implement and monitor housing and tenancy management policies and procedures;
In conjunction with the Director of Corporate Assurance, be proactive in managing and preparing for the impact of welfare reform on tenants;
Take responsibility for Estate Management, liaising closely with the maintenance department to ensure all problems are identified and resolved in a timely and effective manner;
Proactively deal with instances of anti-social behaviour, in line with the organisation’s anti-social behaviour policy and procedures;
Work closely with the Maintenance Manager to ensure appropriate inspections are carried out in respect of the voids process, and that new tenancies can begin in a timely manner;
Liaise with the Director of Property Services to ensure newly built or acquired properties are allocated in time for handover.

Essential Knowledge & Experience

Experience of the NIHE HMS system for allocations;
Experience of arrears management.
