Client:VanRath are urgently recruiting for a Qualified Accountant to undertake an exciting new role within a leading Public Sector organisation in Central Belfast. This role is due to commence immediately on a temporary basis and has the potential for extension after the first 6 months. Responsibilities:Our client has been appointed by the Special European Union Programmes Body (SEUPB) as an Intermediary Funding Body to assist in the development and delivery of Priority 1, Theme 2 (Acknowledging and Dealing with the Past) of the EU Peace III Programme. As Development Officer, your role will entail the following:- Provide practical support to Project Promoters in the implementation of grant aided projects that contribute to the stated outputs and results as outlined in the Operational Programme for the Peace III Programme.

• Provide advice and practical support to a wide range of projects which are experiencing difficulties with project implementation. - Assist in ensuring the operational effectiveness/efficiency of granted projects , the provision of advice to project promoters and the preparation of reports in a timely and accurate manner for scrutiny by the consortium.- Undertake project monitoring to include the preparation of reports and the identification of any operational or compliance issues in relation to same.- Liaise with SEUPB Programme staff in ensuring that grant recipients both understand, and fulfil, contractual requirements and to identify/action any remedial actions which may be required in relation to same.- Oversee the development of monitoring and evaluation guidelines to ensure that funded projects can effectively chart the progress and impact of grant aided activity through to closure.- Work with SEUPB Programme Staff in developing a co-ordinated strategy to address training, support or information needs across both Programme Priorities.- To assist the Programme Director in ensuring the fulfilment of the EU Programme’s objectives (both internal and external)- To liaise with Departmental colleagues, Council staff and those working on shared (or related) projects in partner agencies.- To undertake such training as may be required in pursuance of the Council’s contractual obligations with SEUPB, or which may be deemed necessary to assist the post-holder in fulfilling her/his responsibilities.- To adhere to the values and operating principles of the Council’s work.- Undertake any other reasonable duties as and when required.The Ideal Person:Essential Criteria- Knowledge of the aims and objectives of the Peace III Programme.- Relevant experience and understanding of peace-building and reconciliation activities in a variety of settings.- Minimum of 2 years experience in a paid or voluntary capacity of project/programme planning and delivery.- Minimum of 2 years experience of grant-aiding and assessment of projects for funding through to implementation. - Minimum of 2 years experience of assessment of work plans including compliance and adherence to contractual/letter of offer obligations. - Ability to work on own initiative using good planning and organisational skills.- A minimum of 2 years experience in using Microsoft Office suite of applications in particular Microsoft Word, PowerPoint, Excel and Outlook in a work situation.- Excellent oral and written communication skills, including the ability to communicate effectively with a variety of stakeholders, to write and present reports and to facilitate meetings.
• The ability to work flexibly and contribute positively as part of a team.- A commitment to the Council’s key operating principles and ethos.- A current and valid driving licence and access to personal transport for business use/or* have access to a form of transport which will permit the applicant to meet the requirements of the post in full (*This relates to any person who has declared to having a disability which debars them from driving).Desirable Criteria- Knowledge and experience of working with victims/survivors of the Northern Ireland “Troubles” and/or victim support groups and other agencies working in this field.- Experience in supporting, advising and developing groups engaged in peace-building and reconciliation work and practice.- An understanding of organisational development and change processes.- Educated to degree level.
