Job description

Job Title: Tendering Manager

Job purpose: Working Closely with the respective Business manager and Business Acquisition Manager, manage tender responses to Clients ensuring focus is given at tender preparation, clarification and award stages.
Delivery of tenders in compliance with Client requirements and in line with internal procedures.
Tenders should be delivered with an accurate and effective cost base and in line with both the respective Technip UK Business Stream Plan and the overall UKBU balanced project portfolio.
Development of SCE’s and CE’s within the department.

Typical background and experience required:Must have:
Educated to degree level or equivalent

Essential:
Substantial experience in the Offshore Subsea Industry, including experience in Tendering and/or Project Management

High degree of competency in following areas:
Subsea technical knowledge including pipelay. trenching, construction, survey etc
Contract administration (subsea industry norm and bespoke)
Estimating (Cost reporting, Tender spreadsheet and Schedule)
Finance (cash flow, security (Bonds/Guarantees), Milestones etc)
Procurement (specific to subsea industry, subcontracts and purchase order)
Business Awareness

Interpersonal skills, including but not limited to:
Presentation skills/Communications (Internal and External)
Negotiation
Organisation Skills/Time Management
Personnel Management
Ability to manage change

Able to communicate with professional and technical personnel at all levels in the organisation and external personnel too

Nice to have:
Professional or degree level qualification in Quantity Surveying, Business or Legal discipline.
Knowledge of the Subsea Offshore Industry, possibly experience with another subsea contractor or operator

Main accountabilities:
Ensuring the successful delivery of Budgets, Tenders and Clarifications through providing tendering support comprising;
Working with the commercial and business stream teams in the identification and prioritisation of key tenders
Implementation of the bid / no bid process as soon as practicably possible
Allocation of adequate, trained tendering resources to the tenders
Management of the tender process, ensuring all internal and client requirements are met
Monitoring and Maintenance of tendering budgets – ensuring all internal budgeting processes are complied with
Interface with JEEVAN project to ensure business needs are addressed
Management of the Tendering Commercial Group
Member of the Tendering Commercial Management Team
Attendance at relevant Commercial Management Team meetings
Liaison with UKBU Commercial Manager / Assistant Commercial Manager, Business Stream Managers, Business Acquisition Managers and/or Project Managers on tendering resources and the solution proposed for tenders
Attendance at internal tender meetings
Provision of input to develop the department (personnel, systems and process/procedures) in line with UKBU, NSC and Group objectives
Responsibility day to day “People Management” for members of their Commercial team, including Career development planning, Appraisals, Identification of training needs, Compilation and co-ordination of training courses
Working with the other members of the Tendering Commercial Management Team on all staffing issues
Development and implementation of a structured training plan which defines and will deliver the required core competencies, skills and experience levels
Professional monitoring of Graduate CE’s whilst in Operations
Annual appraisal of relevant Contracts Engineers
Management of all aspects of Budget and Tender preparation, comprising
Provide support and advice as necessary to the relevant members of the Tendering Commercial Team on all Commercial and Contractual matters on projects
Provide support and guidance to the Business Stream Management Teams and the Project Managers when required
Manage Tender preparation to ensure that the opportunity to obtain high value work is maximised and in particular the identified target work
Allocation, monitoring and management of Senior Contracts Engineers and Contracts Engineers workload on a continual basis
Review/Reporting of progress on Budget and Tender preparation. Advise management of any key decisions to be made in a timely manner
Review and approval of sub-contract invitations for Budget and Tender preparation
Ensure Tendering Department Procedures are adhered to throughout the Budget and Tender process
Provision of Contractual and Commercial representation at Tender Clarification Meetings
Work with Tendering and Operations Commercial Management teams in the generation and enforcement of a robust commercial lessons learned system
General
Working with the other members of the Tendering Commercial Management Team ensure regular review and update of department processes, procedures and practices and highlight and promote areas for change and improvement
Report weekly with key issues and more regularly with other more important issues
Input into any Jeevan related improvement initiatives such as the review and development of processes between current tendering activities and the Soon-To-Be Jeevan ERP solution for projects
