Our client is seeking an experienced project manager who has previously worked within a similar position for a local authority or public sector organisation.Main duties - Manage and deliver complex projects both within and across Directorates and partnership agencies. Utilising recognised project management methodologies to ensure that all projects are delivered effectively, to the required standard within the agreed deadlines, in accordance with existing and new Directorate and corporate policies and procedures. Establish Project Boards to facilitate project implementation determine priorities and ensure completion in accordance with the Directorate's underlying policies and strategies. The post holder will need to manage and lead their projects, making decisions on delivery and providing guidance to key strategic decision makers to secure the successful completion of the projects and will play a key role in delivering projects, programme and procurement advice, for each phase of the capital programme projects..Main duties and responsibilities: To develop and introduce effective performance and project management arrangements across projects to ensure the strategic objectives of the Council's vision and delivery of the capital projects are achieved and benefits are delivered as planned.To ensure that performance review mechanisms are in place to monitor extent of progress and achievement of objectives and goals against the overall capital programme.

To liaise with the key stakeholders on the development of schemes through the relevant approvals process, ensuring clarity of roles and responsibilities exist and that schemes are progressed in line with affordability requirements and overall programme timetable.To apply effective project management techniques across projects and organise work processes within the remit of the post holder to deliver on time, on budget and to agreed quality standards. To be responsible for the delivery of specific projects and project milestones within the overall programme. This includes ensuring individual projects are developed in sufficient detail for business cases, procurement and construction. This involves leading user groups to develop and in put to designs, value for money costs, operational procedures and monitoring requirements.

QUALIFICATIONS: Educated to degree level or equivalent / Hold or working towards PRINCE 2 Foundation Certificate or higherEXPERIENCE Extensive relevant experience in the public or private sector to include: Experience of managing the production of feasibility studiesSuccessful track record in delivering complex projects. Experience of procuring projects, including planning, monitoring and implementation. Direct management and development of staff, clients and consultants in the delivery of projects. Financial management including budget preparation, resource planning and monitoring.KNOWLEDGE Project management knowledge of projects from inception to completionThorough knowledge of the external market and the processes to co-ordinate resources and deliver completed developmentsUnderstanding of the scope and content of current legislation and other developments which affect and influence projectsStrong knowledge of project and programme management methodologies such as PRINCE2 and Managing Successful Programmes (MSP)
