IT Procurement Manager
Location:
Newcastle or Linlithgow (preferable) - some flexibility around other Balfour Beatty Locations
The IT Procurement Manager is responsible for:
- Providing procurement support to SAS Operations, including the procurement of products through to managed service offerings
- Supporting the management of contracts with key suppliers across SAS Operations
- Working closely with the Service Delivery Managers who oversees supplier management for their service line(s)
- Acts as an ambassador for SAS Operations - promoting the operation both within SAS Operations and amongst customers
Key Responsibilities
1. Planning
- Defines annual plan of procurement activities relating to renewal of existing contracts
- Produces a sourcing plan for new products or services in line with the SAS Operations IT roadmap
2. Financial Responsibilities
- Provides input into the development of the budgets for the function in line with SAS Operations budgeting processes
3. Operational Responsibilities
- Supports the Service Delivery Managers in their management of contracts with key suppliers across SAS Operations – ensuring compliance to contracts, advising on appropriate course of action if the suppliers are unable to meet their SLAs or contractual obligations.
• Supports the sourcing of services on best possible terms with minimal commercial and operational risk while addressing the priorities of the business
• Ensures appropriate processes are in place to track and collate accurate management information for all IT procurement activities
- Manages the contracts database (renewal dates/notices etc) for SAS Operations stakeholders and suppliers
- Manages discrete/tactical procurement projects
- Produces reports as and when required for key stakeholders relating to key tenders, existing contracts and proposals for future changes to contractors (for example)
- Supports the regular benchmarking of SAS Operations services (and the services procured) to demonstrate value for money to the Business for services provided
- Actively identifies risks and escalates upwards to ensure appropriate risk mitigation (as appropriate)
4. Customers
- Actively works to establish a good understanding of the needs of SAS Operations to enable the operation to deliver a higher quality service to its customers
5. Leadership and People Management
- Identifies areas where knowledge held by suppliers needs to be transitioned to SAS Operations
- Understands and promotes the Balfour Beatty values across SAS Operations
- Proactively takes responsibility, owns any issues arising and follows through to resolution
- Recognises how individual responsibility impacts team delivery and inspires others to do the same
- Proactively identifies areas for improvement, shares lessons learnt across SAS Operations and encourages others to do the same
- Makes time to coach and mentor other team members as appropriate
6. Business Development (If Applicable)
- Supports the identification of potential business development opportunities
Experience Required • Commercial management experience – strong experience of negotiating and monitoring commercial and contractual agreements with suppliers
- Knowledge of different contracting, payment and performance constructs
- Strong experience of managing suppliers within a commercial framework to extract maximum value for money
- Good general knowledge of vendors’ market places, and broad-based understanding of appropriate technologies
- Strong demonstrable purchasing experience, preferably with some exposure to the financial services/telecommunications/retail sector
- Experience of giving new ideas every opportunity to succeed
- Experience of identifying and embedding industry best practice into current ways of working
- Focused on achieving results
- Some experience of managing ambiguity
- Experience of managing suppliers e.g. work packages delivered to a high quality standard
